That’s weird, I asked one of the security staff and they said photos are fine without a flash – plus loads of people had cameras and phones out taking pictures all over the place. That security guard must have got his info wrong…. unless it was just not allowed for certain paintings or special exhibitions – I found this info on the website: https://www.nationalgallery.org.uk/visiting/visitor-photography
